ORGANIZATIONAL, STRUCTURAL & FUNCTIONAL SEGREGATION OF DEPARTMENT OF HOSPITAL ADMINISTRATION

    (i) State Organ & Tissue Transplantation Organization (SOTTO): Department took initiative and pursued it till the notification from Ministry of Health & Family Welfare culminating into Establishment of State Organ & Tissue Transplant Organisation at SGPGIMS for the State of UP.Grant – in – Aid General (Non - Recurring) amounting to INR 32,30,000.00 (Rupees Thirty-Two Lakhs Thirty Thousand Only) & Grant – in – Aid General (Recurring) amounting to INR 25,80,000.00 (Rupees Twenty-Five Lakhs Eighty Thousand Only) was released vide MoHFW, GoI, Letter No. S.12011/56/2017-MG/MS dated 20.06.2019 for SOTTO (U. P.). Dr. Rajesh Harsvardhan, Head, Department of Hospital Administration has been assigned with the responsibility of Nodal Officer, SOTTO for the State of UP. SOTTO has been mandated to take care of:

    1. Dissemination of information to concerned hospitals, organizations and individuals.

    2. Post-transplant patients and live donor follow-up for assessment of graft rejection, survival rates etc.

    3. Collection of the data and forwarding to ROTTO for onwards submission to NOTTO.

    4. Maintaining and disseminating SOPs, IEC materials and conducting awareness seminars.

    5. To provide training.

    6. Maintaining the waiting list of patients requiring needing transplants.

    7. Facilitating multi organ retrieval from a BSD (Brain Stem Death) donor, coordination from procurement of organs from a donor till the transplantation into a recipient.

    8. Matching of recipients with donor and organ allocation as per the designated policy within the state including distribution of organs and tissues.

    (ii) Hospital Infection Control Cell: Department has taken lead to establish Hospital Infection Control Cell. It works under the umbrella of SGPGIMS Hospital Infection Control Committee (SHICOM). Day to day activities of Infection Control Cell are managed by SR & JR In-charge, who reports directly to HoD, Hospital Administration along with two Infection Control Nurses. The ICNs are involved in surveillance & monitoring of AMR & HCAIs in SGPGIMS. In the year 2020, the ICNs collected the surveillance data for VAE, CLABSI & CAUTI from the Critical Care Areas. The Infection Control Cell is also involved in regular training of healthcare staff & workers on NSI, IPC Practices & Standard Precautions. During COVID-19 Pandemic, ICNs were involved in training support staff & workers on Standard Precautions. Infection Control Cell is also involved in research, with one resident from the department being allotted thesis topic on infection control practices per year.

    (iii) Patient Safety Cell: As a culmination of the preceding intra-mural research, Patient Safety Cell has been established under the Chairmanship of Chief Medical Superintendent. Day to day activities of Patient Safety Cell are managed by SR & JR In-charge, who reports directly to HoD, Hospital Administration & one Patient Safety Nurse, who has been taking care of interventions aimed at making healthcare safer. The Patient Safety Nurse was instrumental in implementing the interventions on Protocol based Nursing handover through ISBAR& Labelling of Medications, in the patient care areas of the Institute. The Patient Safety Cell is also involved in regular training of healthcare staff & workers on topics related to Patient Safety. During COVID-19 Pandemic, PSN along with ICNs was involved in training support staff & workers on Standard Precautions. Patient Safety Cell is also involved in research, with one resident from the department being allotted thesis topic on Patient Safety per year.

    (iv) Quality Cell: Department of Hospital Administration under stewardship of the Chief Medical Superintendent & Medical Superintendent has been instrumental in establishing Quality Cell under the Department of Hospital Administration, which is working under the umbrella of Institute Accreditation Committee & one Quality Nurse has been detailed for the same. Day to day activities of Quality Cellare managed by SR & JR In-charge, who reports directly to HoD, Hospital Administrationalong with Quality Nurse. NABH Accreditation process for SGPGIMS has commenced and presently the data is being collected and consolidated in order to complete the online application process by the Quality Cell. Quality Cell is also involved in regular training of healthcare staff & workers on topics related to Quality in Health Care. Quality Cellis also involved in research, with one resident from the department being allotted thesis topic on issues related to Quality in Healthcare per year.

    (v) Central Condemnation & Disposal Cell (CCDC): The cell was established under the aegis of Department of Hospital Administration & is responsible for condemnation & disposal of Medical Equipment/Allied Accessories, Non-Medical Goods, e- Waste & Hospital Records. Day to day activities of CCDC are managed by Resident In-charge, who reports directly to HoD, Hospital Administration.The department was instrumental in preparing & implementing the SGPGIMS Condemnation Policy in 2015.Subsequent to that, the department for the first time since the inception of SGPGIMS has been successful in ensuring that files for condemnation of medical equipment of a total of 08 clinical department were prepared and 91st GB has approved the condemnation & final disposal of Medical Equipment/Allied Accessories of 08 Departments of the Institute. In the year 2020, 04 meetings for Condemnation of Non-Medical Goods & 03 meetings for Condemnation of Medical Equipment/Allied Accessories were convened by the CCDC.

    (vi) Program Study Centre of School of Health Sciences, IGNOU: Department of Hospital Administration has been notified as Program Study Centre for School of Health Sciences, IGNOU since 2001. Day to day activities of the cell is managed by SR & JR In-charge, who reports directly to HoD, Hospital Administration.Following Teaching Programs are currently in its currency:

    Bridge Program for Certificate Course in Community Health for Nurses (BPCCHN-IGNOU): BPCCHN has been developed by Ministry of Health & Family Welfare Govt. of India in collaboration with IGNOU to ensure continuation of comprehensive primary healthcare services at sub-centres, strengthened as Health & Wellness Centres (H&WCs) as prescribed in the New Health Policy. The 6 months Teaching Program in Community Health Nursing has been commenced withCollege of Nursing. Due to COVID-19 Pandemic in 2020 the teaching program was conducted via online mode.

    PGDHHM: Department of Hospital Administration, SGPGIMS is a Program Study Centre (PSC) for the Post Graduate Diploma in Hospital and Healthcare Management (PGDHHM) since 2001, each Teaching Program consists of three contact programmes which is inclusive of both talk by experts, hospital visit and group presentations. Till date we have conducted 20 Teaching Programmes attended by over 400 students. The Department of Hospital Administration, SGPGIMS as Program Study Centre (PSC) is the only Centre to have bagged 05 Gold Medals out of 19 Convocations held so far. Due to COVID-19 Pandemic in 2020 the teaching program was conducted via online mode which included students from all across India.

    CHCWM: Department of Hospital Administration, SGPGIMS is a Program Study Centre (PSC) for the Certificate in Health Care Waste Management since 2019, each CHCWM Course is of 6 months in duration & Teaching Program consists of one contact program which is inclusive of both talk by experts, hospital visit. Till date we have conducted 02 Teaching Programmes. Due to COVID-19 Pandemic in 2020 the teaching program was conducted via online mode. This has been possible because the department has taken many initiatives over the course of years to have a modern inhouse hi-tech BMW Processing Unit. This is only of its kind in entire North U. P. & has been authorized under BMWM Rules, 2016, Air Act & Water Act.

    CFAID: Department of Hospital Administration, SGPGIMS is a Program Study Centre (PSC) for the Certificate in First AID since 2019, each CFAID Course is of 6 months in duration & Teaching Program consists of one contact program which is inclusive of both talk by experts, hospital visit & practical session. Till date we have conducted 02 Teaching Programmes. Due to COVID-19 Pandemic in 2020 the teaching program was conducted via online mode. This program is being run in collaboration with ATC & Department of Emergency Medicine.

    (vii) AB-PMJAY Cell: The Department played a key role in roll out of the AB-PMJAY Scheme in the SGPGIMS. Healthcare facilities are available to eligible beneficiaries under AB-PMJAY at SGPGIMS since24th January, 2019. When AB-PMJAY was rolled out in SGPGIMS, only 01 AB-PMJAY counter was functional in PMSSY Block. In due course of time, the department activated 02 more such counters at ATC & GH. Presently AB-PMJAY Counter at PMSSY block remains functional 24 x 7. Day to day activities of the AB-PMJAY Cell are managed by SR & JR In-charge, who reports directly to HoD, Hospital Administration along with Arogya Mitras.The department also promptly resolves any grievance/s of the beneficiary by lesioning with SACHIS (SHA) & O/o CMO, Lucknow. Till date more than 3500 beneficiaries have availed the treatment under AB-PMJAY.

    (viii) RTI Cell:It is the nodal centre for dissemination of all requests made under Rights to Information Act from the SGPGIMS by the informed persons or parties. Day to day activities of the RTI Cell are managed by Coordinator, RTI Cell, who directly reports to the HoD, Hospital Administration. Department has also implemented the eRTI software & now it has shifted to online RTI Portal of Govt. of U. P. & for this a seminar was organized by the department for training of all the PIOs of SGPGIMS.

    ADMINISTRATIVE CONTRIBUTIONS OF THE DEPARTMENT:

    Contributions during COVID-19 Pandemic: To ensure operational management of non-clinical/administrative concerns related with execution/delivery of healthcare services of the Institute during COVID-19 pandemic, following contributions were made by the Department:

    Commissioning of Central Control Room at RCH – I & Control Room for RCH – II, Holding Area & Non COVID Areas. Till date, more than 3500 complains were received & resolved through both the Control Rooms.

    Organized a Workshop cum Training Program on Standard Precautions vis-à-vis COVID – 19.

    Graded Sanitization of SGPGIMS Hospital & Campus all through the year 2020.

    Printing & Placement of appropriate IEC Posters for COVID-19 at apt locations.

    Setting up of the Rapid Response Team to meet with the immediate need for sanitation at RCH – I & II.

    Procurement of 02 Mortuary Cabinets with the capacity of storing 03 bodies in each cabinet.

    Contact tracing of COVID-19 Positive cases amongst the staff residing within SGPGIMS Campus through professionally segregated & dedicated teams 24 x 7 x 365.

    Procurement of 01 x Autoclave (450 Ltrs) for BMWM

    Procurement of 10 x Compactor Compatible Metallic Bins (1100 Ltrs).

    Procurement of 12 x Manual Sprayer (Backpack).

    Arranged for the donation of Cleaning Material worth INR 26,00,000.00 (Rupees Twenty Six Lakhs only) through CSR of the firm via NGO Sewamob.

    BMWM Services:

    1. Timely collection, transportation, temporary storage, treatment & final disposal of BMW generated in the patient care areas of SGPGIMS through outsourced workers, as per the provisions of BMWM Rules 2016 & amendments thereof.

    2. Provision of BMW Bins to the patient care areas of SGPGIMS.

    3. Monitoring of provision of BMWM Services though rounds by BMWM Squad.

    4. Ensuring timely renewal of regulatory & statutory licences for provision of BMWM Services.

    5. Procurement of New Equipment & maintenance of existing equipment at BMWM Plant at SGPGIMS.

    6. Providing training to healthcare staff & workers w.r.t. BMWM Practices.

    7. Documentation & Maintaining Documents.

    8. Preparing & Forwarding reports & returns to Appropriate Authority.

    Sanitation Services:

    1. Maintaining high standards of cleanliness & general upkeep of all the areas of SGPGIMS.

    2. Training, Controlling & Supervision of Sanitary Workers.

    3. Control & Issue of Cleaning Materials & Equipment through Sanitary Inspector & Sanitary Officers.

    4. Documentation & Maintaining Documents.

    CCTV Services

    1. Ensuring timely &comprehensive maintenance and support including posting of appropriate professional to ensure uninterrupted running of IP Based CCTV & Access Control System, round the clock through outsourced service provider.

    2. Ensuring 24 x 7 functioning of CCTV Control Room.

    3. Ensuring timely resolution of any complaints/issues pertaining to CCTV Services.

    4. Ensuring provision of uninterrupted CCTV Services.

    5. Training, Controlling & Supervision of Workers of Service Provider.

    6. Installation & Operation of CCTV at RCH – I (ATC).

    HoD, Hospital Administration is member secretary/convenor for Competent Authority for Organ & Tissue Transplantation & Hospital Based Authorization Committee for Organ & Tissue Transplantation. In the year 2020, a total of 58 NOCs were issued by Competent Authority & 01 NOC was issued by Hospital Based Authorization Committee.

    NIRF Ranking: The Departmenttook initiative and ensured that a separate category for Medical Institutes be created for NIRF Ranking in the year 2018. Subsequent to that, the department has been responsible for obtaining, scrutinizing & homogenizing, uploading & submission of data of SGPGIMS on the online portal for NIRF Ranking. In the year 2020, SGPGIMS has secured 5th Rank in the country from over 100 medical institution.

    Central Skills Lab: The Department is playing key role towards establishment of Central Skills Lab in SGPGIMS, which will be instrumental in providing hands on training of Nursing/Paramedical/Technical Staff of SGPGIMS & for the entire State of U. P. The Skills Lab has been funded by NHM, UP. The procurement process has been going on.
